5. 40k ETC captains council governance change until 26 June 2015 (list submission)
To privilege stability until list submission, all decisions to be taken by rulescouncil and not with captains votes. This council is composed of experts from all countries and delivered a great job this year, we can trust them to cover properly the period leading to list submission. Captains votes will not overule referee decisions in this period.
