Ok after discussion amongst the refereeing squad, as well as us going through all the teams submissions ourselves, we have made the following decisions regarding penalties and who is to receive them.
Firstly we decided that there are 2 different levels of infringement; 'technicalities' and 'illegalities'. A technicality is, but not limited to, formatting issues, forgetting to list which free wargear choices have been made, etc. These will incur a -1 point penalty to the teams' 'captain score' in round 1. The second level of infringement, 'illegalities' is where a team has submitted one or more lists which are illegal by way of, but not limited to, being over the 1850pt limit, selection of illegal wargear, etc. These will incur a -3 point penalty to the teams' 'captain score' in round 1. *** Remember the 'captains score' is the score that is reflective of the collective individual scores of your team (0-160pts) AFTER the result of the round has been decided (did your team win, loose or draw the round).
The reason for having 2 levels of penalty is that firstly there is no good excuse for not submitting a correct and legal army list. We are all gamers with many years tournament experience. At tournaments an incorrect list can get you disqualified or at the least have you loose a large number of points from your final score. The ETC is no different. So sorry if after years of tournament experience, and the months of time before list submission, you cannot as a team check that your list is correct and confirms to the requirements of the ETC rules pack, you have only yourselves to blame. Of course though there is a difference between, for example, not correctly listing your wargear, and submitting a list that is, for example, over pointed. aka the advantage a player can gain by playing a list that had 'illegality' issues compared to one that had 'technicality' issues is significant. i.e. if you played that list, say over pointed, at a tournament, you would be at an illegal advantage over your opponent. Yes we do the list checking as a safe guard. But sorry once again, if you can't add up the points of your army correctly, or make sure the choices include are legal, then again there is only yourselves to blame when it is found that you submitted something incorrect or 'illegal'.
So with all that in mind here is the list of teams who have incurred a penalty this year and a brief blurb as to why. If any captains disagree with the referees decision you are more than welcome to PM me directly as point of contact for the refereeing corps and we can discuss the matter further.
